EXPRESSION OF ATT STAFF FEELING TO THE FRIENDS IN　JAPAN IN PARTICULAR TO THE VICTIM OF EARTHQUAKE,  TSUNAMI AND VICTIMS OF NUCLEAR POWER PLANT;

1. We are here feel shocked when we heard the news about the earthquake and tsunami that trucked people in Japan, particularly in the area of Tohuku, Miyagi, Iwate and Fukushima. We saw on TV there a lot of people died, missing and suffering until now. We heard that in Tokyo, thousands of people could not retu

rn home after the work and stay at the workplace. Dark night made a lot of people do not live as usual.

2. On  the eleventh of March, when we watched on TV, we thought the incident occurred only once, but in the following days we obtained information that victims was increased from day to day. We also heard that many people try to save themselves by distancing themselves from the areas of sea, but due to the snow season makes a lot of people who lost their homes  more suffering and even many of them died.

3. We also heard that not only the Tsunami and earthquake, but as its continuation, the other major  problem arisen at Dai-Ichi Fukushima Nuclear Power Plant. Nuclear Power was melting has destroyed the environment in your country. Radioactive poison has made people more miserable. We also hear that your food

especially water, vegetables and milk also have been contaminated by radioactive poison derived from the TEPCO company. We also heard that workers who work in making cool the engine at the reactors mostly poor people.

4. We are concerned because many people lost their job, and do not work as normal as before. Farmers have been lost their gardens/farms, parents lost their children and down children lost their father or mother and family. The natural disaster was happened in your country reminded us of our crisis that made our people suffer as you are. The nature of the event might be different but the feeling of misery might be the same.

WE HAVE SOLIDARITY MESSAGE TO THE PEOPLE IN JAPAN AS BELOW;

1. To the people who have passed away because of natural disaster, we pray may God blessed their soul and provide them a proper place in heaven.

2. For people who are suffering up to now, please be patient and make yourself strong to accept reality and continue take effort to stay alive. As a human beings, everyone has the same path toward same ending world, depending on the time to decide.

3. To the people who work in government institution an civil society organization in Japan that, natural disaster which have occurred could be a lesson to make s change for benefiting all people.

4. Your problems and misery as a good lesson for us here. As a new country we need to learn from the lessons.

5. We all need to share information to each other and it is the right time to change our way of life. We must adapt ourselves with the nature and keep our culture.

6. The modern technology can be used but it must not be a danger to the people’s life and more than that, local technology must be conserved in order to have balance life in the present and future.

7. We all are the same as human beings. We are living in the same atmosphere. Therefore it is important to remind each other to continue save the atmosphere that we live in.

8. Here,  we are solidarity group are ready to hear your experiences of misery. Please share to us your sentiment and information on your real life, and current change.

1. It’s really made us shocked and felt very sad for the victims of the disasters that happened in Japan such as earthquake, Tsunami and Nuclear power plant problem which destroyed all the system. Some of us saw the news on television, listend to radio and also heard from friends that shared us this information. We all here could feel your sorrow and sadness when many people were missing, many victims were passed away, houses and all the facilities were destroyed.

2. The biggest problem now is about nuclear power plant which iss radioactive has been contaminated to water, food, soil and so on. It was made us very concern for all the victims that have to face the situation to the nuclear problem. For all the farmers who lost their land and can’t do anything and also for all the fishermen, we really feel it from the bottom of our heart.

2011年3月11日に日本を襲った地震と津波により壊滅的な被害が出ていること、老いも若きも関係なく非常に多くの尊い命を奪われたこと、そして今に至るまで何千人もの行方不明者がいることに深い悲しみを覚えています。特に、農地や家畜も被害を受け、ありとあらゆるものを失った農民の方々のことを思わずにはいられません。死者や行方不明者については報道されていますが、失われた農地や家畜についての報道はされていません。

福島原子力発電所の爆発事故についての報道によって、わたしたちの不安は増幅しています。原子炉の冷却がうまくいかずにメルトダウンの危険性があると聞きました。誰もが、これから起こることは並々ならぬ災害であると知っています。誇張ではなく、壊滅的・悲惨な被害がもたらされるでしょう。第二のチェルノブイリとなってしまっています。いや、チェルノブイリよりひどい事故であるということが明らかになりつつあります。

わたしたちは、日本の人びとの強固な意志を信じ、大変尊敬しています。もし今回の災害が地震と津波によるものだけだったら、みなさんにとってそこから復興をとげることはそれほど大変なことではなかったと信じています。神戸のときもそうですし、それはたびたび証明されています。

しかし、いまも原発から空気中に排出されている放射性物質や海に垂れ流されている汚染水についてはどうでしょう。浄化することは不可能です。そして、現在に至るまで、日本政府や東京電力がその放射性物質の排出を止めることができるという兆候は一向にみえてきません。

日本政府が定めた「ノーマンズランド（訳者注：立ち入りが制限された警戒区域）」は、原発から20キロ圏内が最終的な範囲なのでしょうか？　それともこれはただの始まりにすぎないのでしょうか？　20キロ圏内、そして圏外であってもすでに放射能汚染の影響を受けている地域の農地や農村コミュニティはどうなってしまうのでしょうか？　補償や謝罪は被害を埋めるのに十分ではありえません。天皇からの被災者に向けたメッセージも同様でしょう。日本政府と東京電力は責任を負うべきです。日本国内でも世界中でも、原発を稼動させることの危険性が指摘され続けてきましたが、それに耳を傾けなかった結果なのですから。

被災した日本の友人のみなさんの深い苦しみを思い、わたしたちも気が気でありません。わたしたちにできることがあればどんなことでも手を差し伸べたいと思っています。家族を亡くした方や愛する人が見つからない方に対して、心からお悔やみ申し上げます。そして、被災されたすべてのみなさん、その中でも特に農村のみなさんが一日も早い復興をとげられることを強く祈っています。

カネシゲファーム・ルーラルキャンパス（KF-RC）のスタッフと研修生、そしてネグロスや北部ルソンやフィリピン中の仲間は、日本政府に対して、今回の危機を収束させ、被災地の復興とすべての原発の停止を求める日本のみなさんとの連帯をここに宣言します。

ここ東ティモールで、日本、特に東北地方（宮城・岩手・福島）を地震と津波を襲ったと聞いたとき、大きなショックを受けました。たくさんの方が亡くなり、行方不明になり、そして現在まで苦しまれている様子をテレビで観まています。また、東京でも数万人の方が地震の影響で家に帰れず、職場などに泊まったと聞きました。きっと夜の暗闇のなかで、みなさんが生きた心地がしなかったのではないでしょうか。

わたしたちは、

１．自然災害によってなくなられた方々のご冥福をお祈りします。
２．現在まで苦しんでいらっしゃるみなさんに対して、現状を受け入れる強さが与えられ、困難なときを生き抜ける努力を続けられますように。
３．政府機関や市民団体に対して、今回の災害は、これまであるべき姿でなかったものを改善していく内省のためのレッスンとして受け止めるべきではないでしょうか。
４．日本にみなさんが直面している苦しみや悩みは、東ティモールのわたしたちにとって大切な教訓となっています。わたしたちのような新しい国は、今回のような教訓から多くを学ぶ必要があります。
５．わたしたちがしなくてはいけないことは、生きている文化を敬い続け、価値ある自然を守ることではないでしょうか。
６．近代的技術を活用してもいいとは思いますが、地域に根付いてきた伝統的技術を完全に捨て去ってしまってはいけません。そんなことをしたら、現在そして未来に新たな苦しみを生み出すことになってしまうからです。

日本で地震と津波に被災された友人のみなさん、原発事故の被害にあわれたみなさんに対して：

わたしたちは、日本で起こった地震・津波という災害、そして原発事故のことを知り、大変ショックを受け、大きな悲しみを感じました。テレビで見たメンバー、ラジオで聞いたメンバー、他の人から聞いて初めてニュースを知ったメンバー、それぞれでしたが、みなが同じ思いでした。日本のみなさんが、大切な人を亡くしたり、住む家や働く場所も失ったりして、どんなに辛い思いをされているか…想像に難くありません。
しかし、より深刻な問題は原発事故の影響でしょう。原発が、土や水、食べ物に放射能という「毒」を撒き散らしている状況を考えると、そこに暮らす友人の皆さんへの影響のことを思い、とても悲しくなります。土地を失って農業をすることができなくなってしまった農民のみなさんや、同じく漁ができなくなってしまった漁師のみなさんに対しては、（同じ農民として）特に強い思いを感じずにはいらせません。

わたしたちは心から祈っています：

１．今回の震災で亡くなられたすべてのみなさんの魂が安らかな眠りにつかれますように。
２．被災されたみなさんに、厳しい現実を受け止める勇敢さとこれ以上長く苦しみ続けないような強さがもたらされますように。
３．みなさんの不安や苦しみすべてが、何か大切なことを学ぶためのものでありますように。

This morning at National University of East Timor, we from Alter Trade Timor jointly with Peace Center and University student attended press conference on East Timorese solidarity to the Japanese people who are the victim of Tsunami. The conference was recorded by all local media (mass and Electro).

Through the press conference, all student pointed out 4 important solidarity points:

1. Student will place solidarity box  at the each faculty of National university, road site, shopping center, or public site in Dili city for sending the solidarity expression of East Timorese people to Japanese people.

2. Informing to the government and all entities in East Timor that, by solidarity action East Timorese student want to show the solidarity feeling as same as the East Timorese old generation did before and the East Timorese government always attend the natural disaster in East Timor and other country in the world.
3. Asking  all people in East Timor to work together with academic society those who involved in solidarity committee  for the victim of Tsunami in Japan  in order to reach the victim with our solidarity heart as general objective of the action.

4. Asking  all entities, national and international community in East Timor to contribute  to the victim of Tsunami in Japan by welcoming the solidarity box which will be held from April 14 to  April 27, 2011.

4月12日、オルター・トレード・ティモール（ATT）は、ピース・センターや大学生と協力して、日本の津波被災者の方への連帯を示すための記者会見を東ティモール大学にて開きました。

この記者会見を通じて、わたしたちは以下の4点を明らかにしました。

１．東ティモールから日本の人びとへの連帯の想いを伝えるために、ディリ市内の公共の場や大学内にSolidarity Box（募金箱）を設置する。

２．東ティモール政府に対して、学生を中心とした若者が、独立のために闘ってきた指導者たちがしてきたのと同様に連帯の意を示そうと行動を起こしていることを伝える。

３．東ティモールのすべての人びとに対して、連帯の想いを日本の津波被災者に届けるための今回の行動を実現するべく、学生を中心とした連帯委員会への協働を呼びかける。

４．東ティモールのすべての機関、国内・国際団体に対して、2011年4月14日～27日にかけて連帯委員会が行う募金活動への協力を呼びかける。

In the park, where the demonstration was planned to begin, the number of people joining us kept growing and growing. With such a huge crowd of people, it was impossible to see the organizers speech and enjoy the live music performances by various artists. Despite the crowd, I was amazed to see all the colorful costumes and placards people prepared for this marching. Many of the participants seemed to be in their twenties and thirties, which is around my generation. However, there were also many families with young children and lots of foreign people as well.

We were unable to start marching at the scheduled time; 15:00. In fact, it took us more than forty minutes to start marching from the park (according to the organizers, the last group of people started marching two hours later compared to the head group). We were surrounded by rappers and street musicians who rhythmically repeated “No more Nuclear!”using their voices and percussions. The atmosphere surrounding us was full of lively and cheerful energy.

According to the organizers, the total number of people who marched in the demonstration was estimated to be about 15,000 people. This was a number far exceeding the expectation of any of us. (We were not aware of this number while we were marching. During our walk, it was very difficult to even predict what is happening around us!)

On the same day, there were many demonstration marches happening in various places in Japan, such as Sapporo, Kamakura, Nagoya, Kyoto, and Toyama, etc., These demonstrations were also uploaded on the internet if you are interested. No matter what age, gender, religion, occupation, and belief you have, April 10th made me realize the importance of raising our voices loud and clear. “No more Nuclear Power Plants!”

出発地の公園には次から次へと人が集まってきて、主催者の人たちが話をする姿やバンドによるライブはまったく見えない状態。それでも、色とりどりのコスチュームや思い思いのプラカードがあふれていて、それを眺めているだけできることはありませんでした。ざっと見回した限りでは、同年代（20～30代）の人たちがとっても多い様子で、子どもを連れた人や外国の人もたくさん！

出発予定時間の午後3時になっても全然動けず、結局40分くらい過ぎてからようやく公園から出発（主催者によると、最後の人たちが出発したのは先頭のスタートから2時間後だったそうです）。わたしたちの周辺には、「やっぱり原発、ダメ絶対！！」をリズミカルに繰り返すラッパーやチンドン屋がいて、とても賑やかで楽しい雰囲気でした。

ちなみに、合計参加者数は当初の予想を超える1万5000人との発表（それも後からTwitterで知りました。歩いている最中は、自分たちの前後数十メートル以外がどんな事態になっているのかまったくわからなかった、というのが正直なところです）！

同じ日に全国各地でデモがおこなわれていた様子が、インターネット上で数多く公開されていますが、年齢・性別・宗教・職業・主義主張…など、あらゆる違いを超えて、とにかく「原発はもういらない！」という声をひとつにしていくことが大切だなぁ、と改めて感じた一日となりました。

In 1990s, one Japanese company named NEWJEC (affiliate company of Kansai Electric Power Co./KEPCO) got a loan from the Export-Import Bank of Japan/EIB (Japan Bank For International Cooperation/JBIC) in order to conduct a Feasibility Study for construction of nuclear power plant in Indonesia. In response to that FS, Peninsula Muria, Central Jawa, was floated as a candidate site. Shortly after that, the plan faded away due to the Asian Currency Crisis in 1997, but the plan emerged again at the start of the twenty-first century. In 2006, Japanese Ministry of Economy, Trade and Industry decided to entrust implementation of a project named “Introduction of Nuclear Power Plant to Asia”. And Even after the change of governing party in 2009, the Democratic Party of Japa as the ruling party, has been enthusiastic about exporting nuclear power plant technology on ground that it would be powerful measures against global warming.

Under the circumstances, the worst accident in northeastern Japan at Fukushima Dai-Ichi Nuclear power plant occured. Three reactors have been critically damaged and one caught fire, and the situation doesn’t seem to getting better. From the very begining, the management of Tokyo Electric Power Co./TEPCO has been explaining that this accident was caused by “UNEXPECTED TSUNAMI” as generally reported. This accident is sure to affect the plans for exporting nuclear power plant technology to Indonesia, where is also located in earthquake-prone zone as well as Japan! In addition, large capital investment in nuclear power plant construction would place a larger burden for people in Indonesia that has been hugely in foreign debt (Japan is the largest creditor). Moreover, environmental destruction and forced expropriation of land would happen same as other large projects. 

Publicizing these risks and problems, since the summer of 2007, local residents in Muria Peninsula working with local/Internatonal NGOs raised an intense campaign against nuclear power plant. Nevertheless, the government haven’t withdraw the plan yet. Instead, Madura**, Bangka Belitung and Kalimantan has been mentioned as other candidate sites.

* Indonesia is rich in energy and mineral resources such as oil, coal and natural gas, and has been fuel exporter. However, due to the surge in domestic demand for those resources for economic growth, the government has started to mention ongoing “Enegy Crisis” in Indonesia.

** Madura island, East Jawa, is on the opossite shore of Gresik and Sidoarjo where Eco-shrimp comes from.

1990年代には、日本輸出入銀行（現国際協力銀行）の融資を受けたニュージェック（関西電力の関連会社）が実行可能調査（F/S）を実施し、ムリア半島（中ジャワ州）が建設候補地としてあがった。このときは、1997年のアジア通貨危機で立ち消えになったものの、21世紀に入り計画が再浮上した。2006年には経済産業省が5年間の「アジア地域における原子力発電導入支援事業」を決定し、2009年9月に登場した民主党政権も「地球温暖化防止の切り札である」として原発輸出に非常に熱心な姿勢を見せ続けてきていた。

そうしたなかで発生した今回の東京電力福島第一原発、第二原発の事故。「想定外」の地震と津波による事故、と弁明する東京電力だが、日本と同様に地震多発地帯に位置するインドネシアにおいて、今回の事故が証明した地震に対する脆弱性の懸念は深刻である。また、世界有数の債務国であるインドネシア（日本は最大の債権国家で約3分の2を占める）にとって、原発建設がもたらす多額の設備投資が国民にもたらす負担増も指摘されている。さらに、他の巨大プロジェクト同様の強制的な土地収用や環境破壊など、地元社会・住民の暮らしの破壊が懸念されている。

そうした様々な問題点を訴え、2007年夏以降、建設予定地の住民や地元市民団体・国際NGOらによる反対運動が大きく広がったこともあり、計画は宙に浮いたままだ。そうした状況を受け、マドゥラ島**、バンカ・ブリトゥン、カリマンタンなども候補地として名前があがっており、今後も状況の注視が必要だ。
