2011年3月11日に日本を襲った地震と津波により壊滅的な被害が出ていること、老いも若きも関係なく非常に多くの尊い命を奪われたこと、そして今に至るまで何千人もの行方不明者がいることに深い悲しみを覚えています。特に、農地や家畜も被害を受け、ありとあらゆるものを失った農民の方々のことを思わずにはいられません。死者や行方不明者については報道されていますが、失われた農地や家畜についての報道はされていません。

福島原子力発電所の爆発事故についての報道によって、わたしたちの不安は増幅しています。原子炉の冷却がうまくいかずにメルトダウンの危険性があると聞きました。誰もが、これから起こることは並々ならぬ災害であると知っています。誇張ではなく、壊滅的・悲惨な被害がもたらされるでしょう。第二のチェルノブイリとなってしまっています。いや、チェルノブイリよりひどい事故であるということが明らかになりつつあります。

わたしたちは、日本の人びとの強固な意志を信じ、大変尊敬しています。もし今回の災害が地震と津波によるものだけだったら、みなさんにとってそこから復興をとげることはそれほど大変なことではなかったと信じています。神戸のときもそうですし、それはたびたび証明されています。

しかし、いまも原発から空気中に排出されている放射性物質や海に垂れ流されている汚染水についてはどうでしょう。浄化することは不可能です。そして、現在に至るまで、日本政府や東京電力がその放射性物質の排出を止めることができるという兆候は一向にみえてきません。

日本政府が定めた「ノーマンズランド（訳者注：立ち入りが制限された警戒区域）」は、原発から20キロ圏内が最終的な範囲なのでしょうか？　それともこれはただの始まりにすぎないのでしょうか？　20キロ圏内、そして圏外であってもすでに放射能汚染の影響を受けている地域の農地や農村コミュニティはどうなってしまうのでしょうか？　補償や謝罪は被害を埋めるのに十分ではありえません。天皇からの被災者に向けたメッセージも同様でしょう。日本政府と東京電力は責任を負うべきです。日本国内でも世界中でも、原発を稼動させることの危険性が指摘され続けてきましたが、それに耳を傾けなかった結果なのですから。

被災した日本の友人のみなさんの深い苦しみを思い、わたしたちも気が気でありません。わたしたちにできることがあればどんなことでも手を差し伸べたいと思っています。家族を亡くした方や愛する人が見つからない方に対して、心からお悔やみ申し上げます。そして、被災されたすべてのみなさん、その中でも特に農村のみなさんが一日も早い復興をとげられることを強く祈っています。

カネシゲファーム・ルーラルキャンパス（KF-RC）のスタッフと研修生、そしてネグロスや北部ルソンやフィリピン中の仲間は、日本政府に対して、今回の危機を収束させ、被災地の復興とすべての原発の停止を求める日本のみなさんとの連帯をここに宣言します。

そして、世界中の人びとに対して、「ノー・ニュークス・ナウ！核のない世界を共にめざしましょう！」というメッセージを送ります。

To our Brothers and Sisters in Japan,

The disasters that struck your country last March 11, 2011, (earthquake and tsunami) have brought destructions and took the lives and damaged the properties of your people. It killed your loved ones, young and adult, that even until now, thousands are still missing. Farmlands and farm animals were destroyed. Farmers almost lost everything they own. There were news about your dead and missing persons, but there were no report on the dead and missing farm and domestic animals.

Then our fears multiplied when there were reports of blasts in the Fukushima Power Plant. The reactors failed and there were dangers of a meltdown. Everybody knows what will happen next is no ordinary disaster. It will be catastrophic in proportion. Another Chernobyl is in the making. But as it turned out, it is worst than Chernobyl.
We have faith and high regards to the strong will of the Japanese people. It is our belief that it will be very easy for you to clean up and make a recovery if you are only facing the damages created by the earthquake and the tsunami. You have shown it in so many occasions like in the Kobe earthquake.

But now, it’s a nuclear radiation from a blown out nuclear power plant that continues to discharge nuclear waste water in the ocean and nuclear radiation in the air every day. These cannot be cleaned up. And until now, there is no indication that your government and TEPCO, the operator of the nuclear power plant can stop it.

Is the twenty kilometer radius of the “no man’s land’ declared by the Japanese government, the last or just the beginning? What will happen to the farmlands and farming communities within this radius and beyond that were already affected? “Compensations” and “We are sorry” were not enough to repair the damage. Even a statement of “concern” from the Japanese Emperor is not enough. The Japanese government and the nuclear power plant operators should take the blame and responsibility. The Japanese people and the world have warned them about the dangers of operating a nuclear power plant but they did not listened.

We are deeply concerned of the sufferings and anguish of our dear brothers and sisters who survived these disasters in Japan and we voluntarily offer our hands to help whatever we can. We give our condolences and sympathy to the family of those who are dead and missing. And we offer our prayers for the fast and full recovery of those affected by the disasters especially the farming communities and the Japanese people as a whole.

The Kaneshige Farm-Rural campus, with our staff, trainees, networks, and friends from Negros, Northern Luzon and other parts of the Philippines declare our solidarity with the Japanese people, the Alternative People’s Linkages in Asia (APLA)with their peoples’ network all over Asia and other Japanese groups and organizations to demand the Japanese government to END THE CRISIS, FULLY REHABILITATE THE SURVIVORS and STOP THE OPERATION OF ALL NUCLEAR POWER PLANTS…NOW.

And our message to the peoples of the world, NO NUKES NOW! Let’ work for a NUCLEAR Free WORLD!

In the park, where the demonstration was planned to begin, the number of people joining us kept growing and growing. With such a huge crowd of people, it was impossible to see the organizers speech and enjoy the live music performances by various artists. Despite the crowd, I was amazed to see all the colorful costumes and placards people prepared for this marching. Many of the participants seemed to be in their twenties and thirties, which is around my generation. However, there were also many families with young children and lots of foreign people as well.

We were unable to start marching at the scheduled time; 15:00. In fact, it took us more than forty minutes to start marching from the park (according to the organizers, the last group of people started marching two hours later compared to the head group). We were surrounded by rappers and street musicians who rhythmically repeated “No more Nuclear!”using their voices and percussions. The atmosphere surrounding us was full of lively and cheerful energy.

According to the organizers, the total number of people who marched in the demonstration was estimated to be about 15,000 people. This was a number far exceeding the expectation of any of us. (We were not aware of this number while we were marching. During our walk, it was very difficult to even predict what is happening around us!)

On the same day, there were many demonstration marches happening in various places in Japan, such as Sapporo, Kamakura, Nagoya, Kyoto, and Toyama, etc., These demonstrations were also uploaded on the internet if you are interested. No matter what age, gender, religion, occupation, and belief you have, April 10th made me realize the importance of raising our voices loud and clear. “No more Nuclear Power Plants!”

出発地の公園には次から次へと人が集まってきて、主催者の人たちが話をする姿やバンドによるライブはまったく見えない状態。それでも、色とりどりのコスチュームや思い思いのプラカードがあふれていて、それを眺めているだけできることはありませんでした。ざっと見回した限りでは、同年代（20～30代）の人たちがとっても多い様子で、子どもを連れた人や外国の人もたくさん！

出発予定時間の午後3時になっても全然動けず、結局40分くらい過ぎてからようやく公園から出発（主催者によると、最後の人たちが出発したのは先頭のスタートから2時間後だったそうです）。わたしたちの周辺には、「やっぱり原発、ダメ絶対！！」をリズミカルに繰り返すラッパーやチンドン屋がいて、とても賑やかで楽しい雰囲気でした。

ちなみに、合計参加者数は当初の予想を超える1万5000人との発表（それも後からTwitterで知りました。歩いている最中は、自分たちの前後数十メートル以外がどんな事態になっているのかまったくわからなかった、というのが正直なところです）！

同じ日に全国各地でデモがおこなわれていた様子が、インターネット上で数多く公開されていますが、年齢・性別・宗教・職業・主義主張…など、あらゆる違いを超えて、とにかく「原発はもういらない！」という声をひとつにしていくことが大切だなぁ、と改めて感じた一日となりました。

April 10th ‘Stop Nuclear Power Plants! Global Action Day’

April 10th! Let’s do it!

As a result of the earthquake, the Fukushima nuclear power plant is now in a terrible situation.

Even though we’ve always been told that it’s a safe and green power, in the end, an accident happened and radiation is being leaked!! It’s dangerous!! It’s frightening!! To boot, the rescue in areas affected by the disaster is being set back, and the neighboring fishes, vegetables, houses, everything, has been ruined. Really, give me a break. We’d be better off getting rid of nuclear power at once.

As this really pisses me off, let’s trigger a super huge demonstration and show them what we really want! April 10, Kouenji! Not only there, but let’s take action at the same time all over the country and the world!

Solidarity message (in English)

In 1990s, one Japanese company named NEWJEC (affiliate company of Kansai Electric Power Co./KEPCO) got a loan from the Export-Import Bank of Japan/EIB (Japan Bank For International Cooperation/JBIC) in order to conduct a Feasibility Study for construction of nuclear power plant in Indonesia. In response to that FS, Peninsula Muria, Central Jawa, was floated as a candidate site. Shortly after that, the plan faded away due to the Asian Currency Crisis in 1997, but the plan emerged again at the start of the twenty-first century. In 2006, Japanese Ministry of Economy, Trade and Industry decided to entrust implementation of a project named “Introduction of Nuclear Power Plant to Asia”. And Even after the change of governing party in 2009, the Democratic Party of Japa as the ruling party, has been enthusiastic about exporting nuclear power plant technology on ground that it would be powerful measures against global warming.

Under the circumstances, the worst accident in northeastern Japan at Fukushima Dai-Ichi Nuclear power plant occured. Three reactors have been critically damaged and one caught fire, and the situation doesn’t seem to getting better. From the very begining, the management of Tokyo Electric Power Co./TEPCO has been explaining that this accident was caused by “UNEXPECTED TSUNAMI” as generally reported. This accident is sure to affect the plans for exporting nuclear power plant technology to Indonesia, where is also located in earthquake-prone zone as well as Japan! In addition, large capital investment in nuclear power plant construction would place a larger burden for people in Indonesia that has been hugely in foreign debt (Japan is the largest creditor). Moreover, environmental destruction and forced expropriation of land would happen same as other large projects. 

Publicizing these risks and problems, since the summer of 2007, local residents in Muria Peninsula working with local/Internatonal NGOs raised an intense campaign against nuclear power plant. Nevertheless, the government haven’t withdraw the plan yet. Instead, Madura**, Bangka Belitung and Kalimantan has been mentioned as other candidate sites.

* Indonesia is rich in energy and mineral resources such as oil, coal and natural gas, and has been fuel exporter. However, due to the surge in domestic demand for those resources for economic growth, the government has started to mention ongoing “Enegy Crisis” in Indonesia.

** Madura island, East Jawa, is on the opossite shore of Gresik and Sidoarjo where Eco-shrimp comes from.

1990年代には、日本輸出入銀行（現国際協力銀行）の融資を受けたニュージェック（関西電力の関連会社）が実行可能調査（F/S）を実施し、ムリア半島（中ジャワ州）が建設候補地としてあがった。このときは、1997年のアジア通貨危機で立ち消えになったものの、21世紀に入り計画が再浮上した。2006年には経済産業省が5年間の「アジア地域における原子力発電導入支援事業」を決定し、2009年9月に登場した民主党政権も「地球温暖化防止の切り札である」として原発輸出に非常に熱心な姿勢を見せ続けてきていた。

そうしたなかで発生した今回の東京電力福島第一原発、第二原発の事故。「想定外」の地震と津波による事故、と弁明する東京電力だが、日本と同様に地震多発地帯に位置するインドネシアにおいて、今回の事故が証明した地震に対する脆弱性の懸念は深刻である。また、世界有数の債務国であるインドネシア（日本は最大の債権国家で約3分の2を占める）にとって、原発建設がもたらす多額の設備投資が国民にもたらす負担増も指摘されている。さらに、他の巨大プロジェクト同様の強制的な土地収用や環境破壊など、地元社会・住民の暮らしの破壊が懸念されている。

そうした様々な問題点を訴え、2007年夏以降、建設予定地の住民や地元市民団体・国際NGOらによる反対運動が大きく広がったこともあり、計画は宙に浮いたままだ。そうした状況を受け、マドゥラ島**、バンカ・ブリトゥン、カリマンタンなども候補地として名前があがっており、今後も状況の注視が必要だ。

* インドネシアは、石油、石炭、天然ガスをはじめとした、エネルギー鉱物資源が豊富で、主要輸出品であったが、経済成長とともに国内需要が急増しているため「エネルギー危機」が叫ばれて久しい。日本にとっても非常に重要な資源供給国である一方で、その鉱物資源に関連して紛争や人権侵害が発生していることはほとんど知られていない。
